January 4, 2005

The meeting of the Evendale Council Committee for Police Department, Village Engineer, Service Department, and Gorman Farm was called to order at 7:00 pm.  Councilmembers  Puthoff and Schaefer were present.  Councilmember Hartman was absent and excused.  Also present were Chief Foust, Barb Rohs, Jeff Ficke, Jack Cameron, James Jeffers and Mayor Apking during portions of the meeting.

Gorman Farm

Barb Rohs and Jeff Ficke discussed the relocation of the graves from Cunningham Cemetery to the Gorman Farm. It was agreed that before the Council meeting of January 13, 2005, the Foundation would consent to the agreement with Anchor and provided in schematic form, an indication of the location of the proposed new Grave sites.  Councilmember Puthoff suggested that it would be adequate if the additional information was delivered to Council as late as 7:00 pm on January 13, 2005.  The information would confirm that the selected relocation site did not interfere with future development or existing utilities.  After discussion the committee members present concurred with this procedure.  
Next, Barb Rohs and Jeff Ficke submitted the financial statements for 2004.  The Foundation had a total income of $282,737.45 and total expenses of $215,623.99.  Evendale provided approximately 79.5% of the operating income.  20.5% was privately raised.
This summer a summer camp program will be available.  Three age levels will be available - 4 to 6, 6 to 9, and 9 to 12.  The First Saturdays program will continue in February.  December’s First Saturday Program was attended by 150 people.  April 2 and 3 will be “Founders Day” with sheep shearing, spinning, weaving, story telling, hayrides, food music and crafts.  Monica Mazzone is the events coordinator.
Finally Jeff Ficke suggested that the Foundation would like to discuss shared parking and other facilities with Cincinnati State and the UAW.  In the planning, the use of a portion of the Imperial Lodge lot may be used.  The committee had no objection to the planning process, but noted that until the Anchor Project is begun, Evendale will make no commitments concerning use of the Imperial Lodge lot.

Police Department

Chief Foust had several issues for the committee.  The Specialist positions have changed slightly with Officer Lantry replacing Officer Holloway and the Special Operations Specialist becoming a Crime Preventing Specialist.  The department has an internal presentation justifying each position and the Crime Prevention Specialist position was judged to be more valuable than Special Operations in the upcoming year.
The Quality Assurance program started again and will run for two months.  This time any Village resident fitting one of the five categories will receive a questionnaire.  So far there have been twenty-six questionnaires sent out. Five, all positive, were returned.

Finally Chief Foust reminded the committee that he did not believe that the amount budgeted would cover overtime costs.  The committee assured Chief Foust that the committee would again look at that line item when the time comes.

Service Department

Joe Wiehe did not attend the meeting but had reported to councilmember Schaefer that the only item on the agenda concerning his department was the Specialist positions which will remain unchanged from previous years.

Village Engineer and Other Items

James Jeffers reported that the contract for the Reading Road planting and maintenance was up for renewal.  This is the third option year.  After reviewing the original bids, the Committee believes that the best price will be received by exercising the right to continue for the third year of the contract with Adleta.
James also reported that a Water Management and sedimentation control permit is being considered for Neyra’s property that is accessible by way of an easement next to Watkins Manufacturing.  Because of the recent report of the Army Corps on the Mill Creek channelization project and concerns about the grading by adjoining property owners, the matter should be set for a public hearing before council.  This will occur at the February Council meeting.
Finally Mayor Apking discussed additional information concerning the difficulties Princeton is having with their building projects.  Mayor Apking reported that if funds become available, Heritage Hill School would be rebuilt.  Evendale School is slated for rehabilitation.
